German-Ukrainian Agricultural Policy Dialogue

The project serves as a dialogue platform for actors of the Ukrainian agricultural and political sectors and as a facilitator between private enterprises of the agri-food sector.

Overall objective: Support Ukrainian political decision-makers in reforming agricultural legislation and policy by taking into account international experiences of Germany and multilateral organisations (such as EU and WTO) as well as respecting the principles of a market economy.

Development objective: Ukrainian political decision-makers formulate positions in agricultural policy focussing on current economic and social problems in rural areas, taking into consideration WTO obligations and the basic positions of the Free trade agreement with the EU in order to harmonise its legislation.

While in the 1990s the Ukrainian agricultural sector represented around 25 % of the Gross National Product (GNP), its proportion drastically decreased and reached 7,5 % in 2006. Therefore, it is expected that through better formulated policy the Ukrainian agricultural sector will be reinforced and agricultural production will grow in order to reach a higher GNP share.

Services provided include, but are not limited to:


  • Monitoring of agricultural markets, agricultural policies and the legislative process
  • Conduct of agricultural policy analyses in cooperation with local partners
  • Initiation of partnerships and exchange among experts working in administration or associations both in Germany and Ukraine
  • Organisation of seminars, round tables, workshops, competitions (“agricultural debates”) and study tours (i.e. on organisation and financing in the agriculture and forest sectors, sustainable forest management, potentials in Agricultural of Ukraine, dual education in agriculture etc.)
  • Elaboration of a concept to implement changes in fields of work such as consumer protection, product and quality standards for agricultural products
  • Support to education and training of young professionals by establishing bilateral partnerships between German and Ukrainian agricultural institutions
  • Provision of advice on the value chain approach
  • Promotion of cooperation and partnership between German and Ukrainian agricultural institutions (i.e. producers´ federations)
  • Support to the extension of an information and statistical system in order to compare EU-wide agricultural production to the Ukrainian agricultural production
  • Legal support (i.e. on land reform), including formulation of comments on draft laws and concepts
  • Communication activities and networking with other projects funded by BMEL in Ukraine.
