The expected impact of the Program is improved access to finance to the poor and low income population. A key outcome of the Program is the development of sound and market oriented microfinance sector. They key outputs include sound and conducive microfinance policy environment, (ii) microfinance supervision and regulation enhanced operation of the microfinance wholesale organizations improved skills and efficiency of microfinance institutions (MFIs) enhanced management information system technology at MFIs increased self resource mobilization through savings by MFIs improved microfinance outreach in hills and mountains, and improved access to finance with technology based branchless banking solutions.

 

Conduct a diagnostic review of the microfinance sector policy in Nepal in view of facilitating commercial based sector development and outreach expansion.

Conduct a diagnostic review of the deprived sector lending policy of the Government of Nepal especially on its effectiveness and impact on financialinclusion.

Develop strategies to significantly expand microfinance outreach while improving sector governance and sustainability. Review the operations of the existing microfinance wholesalers (microfinance apex) and identify the main support areas for outreach expansion either through enhancing microfinance wholesalers or developing an alternative set up (i.e., microfinance investment fund, etc.).

Assess the capacity development need in the microfinance sector and develop a plan to establish a training facility/institute dedicated to microfinance institutions (MFIs). Such plan shall be detailed in ownership, governance, operations, and funding of the proposed training facility.

Assess the degree of effectiveness of the management information system (MIS) among MFIs and identify the areas for support for enhanced use of MIS especially computer-based MIS for governance and efficiency improvement of the sector.

Review the status of access to finance in the hills and mountain areas and develop strategies to enhance microfinance outreach in those areas. Devise an appropriate financial and/or institutional support mechanism for the improved access to finance in the hills and mountains.

In coordination with the Nepal Rastra Bank (NRB), guide and monitor the microfinance mapping and baseline survey to provide baseline data for the Program as well as sample data for the rural finance census of NRB.

Supervise and coordinate the work of other consultant team members, ensure their quality outputs, and timely submission to the Asian Development Bank (ADB).

Conduct policy dialogues, focused discussions, and workshops with relevant organizations for consensus building as required.

Assist ADB missions.

Qualifications: 

Relevant University Degree in Economics with a special focus on micro finance

At least five years relevant work experience in the sector

Prior Work experience in ADB funded projects and / or in the region would mean an advantage
